𝗗𝗦𝗪𝗗, 𝗡𝗘𝗠𝗦𝗨, 𝗧𝗘𝗦𝗗𝗔 𝗜𝗻𝗸 𝗠𝗢𝗔 𝘁𝗼 𝗕𝗼𝗼𝘀𝘁 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗟𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱𝘀 𝗶𝗻 𝗦𝘂𝗿𝗶𝗴𝗮𝗼 𝗱𝗲𝗹 𝗦𝘂𝗿



In a landmark event to empower vulnerable communities, the Department of Social Welfare and Development (DSWD), in collaboration with the North Eastern Mindanao State University (NEMSU) and the Technical Education and Skills Development Authority (TESDA), successfully held the SurSur Livelihood Congress and ceremonial Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) signing on August 7, 2025, at the University Gymnasium of NEMSU Main Campus.
Themed “SLP SurSur HININANG 2025: A Community Fashion and Livelihood Showcase,” the congress is part of the Sustainable Livelihood Program (SLP) initiatives to strengthen institutional partnerships that uplift the lives of the poor, vulnerable, and marginalized communities across the province.
The highlight of the event was the formalization of two key partnerships: • One between DSWD-SLP and NEMSU • Another between DSWD-SLP and TESDA Surigao del Sur The MOA signing was graced by Dr. Nemesio Loayon, University President of NEMSU; Director Ramel Nartatez of TESDA; and Dr. Mari-Flor A. Dollaga, Regional Director of DSWD Field Office Caraga. These partnerships are expected to provide greater access to technical education and community-based livelihood opportunities for SLP participants.
In his message of commitment, Dr. Loayon expressed NEMSU’s dedication to contributing to inclusive development through education and livelihood assistance. TESDA and DSWD likewise reaffirmed their commitment to grassroots empowerment and strategic collaboration. A key feature of the program was the “HININANG” showcase, derived from the Tandaganon word meaning “made of,” which displayed products made by SLP associations from different municipalities of Surigao del Sur. The fashion and livelihood exhibit featured innovative local products, modelled and presented to the public, aimed at promoting market readiness, expanding visibility, and strengthening distribution networks.

The event also served as a platform for knowledge sharing, inspiring innovation, and enhancing the sustainability of local enterprises. Stakeholders, beneficiaries, and guests witnessed the creativity and entrepreneurial spirit of SLP participants, further strengthening community pride and market access. The SurSur Livelihood Congress not only signaled a renewed commitment among institutions but also opened doors for expanded enterprise development and long-term community resilience in the Caraga region.
